O primeiro é a separação entre governantese governados, de que resulta a concentração das decisões políticas nas mãos de um pequeno grupo e a exclusão do poder da massa das pessoas que serão submetidas a elas. O segundo problema é a formação de uma elite política distanciada da massa da população, em consequência da especialização funcional. Essa elite tende a reproduzir as desigualdades sociais, como evidencia a em geral baixa representatividade nos órgãos de poder de mulheres, grupos étnicos, minorias sexuais e da própria classe trabalhadora. O terceiro problema diz respeito à ruptura do vínculo entre a vontade dos representados e a vontade dos representantes, tanto porque os governantes tendem a possuir característicassociais distintas dos governados quanto porque existem mecanismos intrínsecos à diferenciação funcional. Por último, a representação de tipo eleitoral carrega o problema dadistância entre o momento em que se firmam os compromissos com os constituintes (a campanha eleitoral)e o momento do exercício do poder (o exercício do mandato). Ao apontar as imperfeições da democracia representativa, o autor não pretende promover um ataque ao regime.
